Government spending in the course of the United States grew little throughout the 19th century relative to national income, as well as the federal government spending about 3 percent of national gain in 1900. Most of the federal government's spending went for national defense along with a singular public goods. While interest members represent only a fraction of the voting electorate, patterns in voting behavior underlie their success in gaining profitable policy.
Collective action
disorders prevent the voting public from applying reverse pressure.
Even if a voter does take political action, psychological studies
emerge that citizens who are not members of the private interest are easily manipulated to support the group.
Plus
nevertheless it, that these two trends can be overwhelmed along with reversed, decreasing the size of government. Someday, the costs of inaction will outweigh the benefits of apathy with the voting public will overcome its collective action problem. The resulting mass ideological shift will check private interests plus reverse the direction of government growth.

The watershed moment in this regard was combination of the Controlling Depression plus World War II. The expansive financial policies of Franklin Roosevelt were unprecedented in the United States, but because the Contemporary Sale was credited and helping to end the Strong Depression, the government's role as fiscal manager was solidified. This paradigm shift opened the door to more governmental responsibilities and laid the derivation for the size of government that exists today.
